It is just your computer and anyone else who has the Hawkeye (... Riza has her own font? O.o; ) font.

It is actually a font, person (Riza Hawkeye from FMA), native or inhabitant of Iowa, a computer program, etc. Nothing I have seen says that it means 'the bird'. e.e;;
